Bus Eireann now use a BE Portal to submit tenders and Pre-Qualification Questionnaire (PQQ).  Portal tenders must be complete and submitted within a limited time frame which can cause stress and significant pressure to operators.

Pre Qualification Questionnaire (PQQs)

In order to apply for a Bus Eireann tender you must complete a PQQ questionnaire to be accepted to submit tenders.  Applicants who fail to complete the PQQ in full and provide the specified information and documentation will be eliminated from the tender procurement process.  The PQQ must be completed as laid out and must not be altered in any way.  Appendices and supporting documentation must be attached to the completed PQQ and should be clearly labelled.  Supporting documentation should be concise and relevant to the question asked or information sought.

To be considered for inclusion on a Qualification Panel(s), applicants must complete a PQQ providing relevant details in relation to the following criteria for assessment

  • Details of Licences:
  • Fleet profile
  • Previous experience
  • Health and Safety Record – Applicants must demonstrate a compliant health and safety record
  • Safety Statement – Applicants must hold a Safety Statement
  • Declaration of Financial &  Economic Capacity – Applicants must provide a compliant declaration
  • Declaration in relation to Exclusion Criteria – Applicants must provide a compliant declaration
  • Conflict of Interest Declaration – Applicants must provide a completed declaration

CVRT Requirements

All operators of Buses are required by law to make an online ‘Self-Declaration’ to the RSA in relation to their Buses, Goods and trailers.

You must submit a Self-Declaration online every year. If you do not submit a Self-Declaration to the RSA, an Enforcement Officer may issue an infringement when detected at premises inspections.
